Despite the name, only a sender admin has added through
protocol_config::add_settled_redeem_keeper may call this; the allowlist starts
empty. The payout still goes to the order's account. This keeper path uses
Predict app-auth from the account registry, so deauthorize_app<PredictApp>
also disables it. Owners can still use redeem_settled with owner auth to
redeem their own settled positions.
