enqueue to hold it to the fee its preview showed. It reads the desk's policy, and
0x1::u64::checked_sub(max, fee) is none once the fee is above the bound, so
0x1::option::destroy_some aborts (option::EOPTION_NOT_SET, code 0x40001) before the
enqueue debits anything. Read-only on the desk.
