Function cleanup

Delete Refunded and Closed records of a settled market (queue::cleanup). Permissionless; the storage rebate goes to the sender. Missing IDs, other statuses and records still holding a receipt or funds (parked funds included, until claimParked) are skipped. Aborts EMarketNotSettled before settlement.
